If the buttocks skin is too thick for the virus to get in, why are there outbreaks there?

As I understand it, it's less about being originally *infected* on the butt area (although it could happen if you have a break in the skin and get rubbed there with an outbreak or viral shedding), but more about the nerve ganglia carrying the reawakened virus down a different nerve pathway from the base of the spine to the surface of the skin. Sometimes the path of least resistance for recurrences happens to carry the virus from dormancy to the surface of the skin on the butt instead of the original location of infection on the genitals.
